There is a significant financial surplus generated from schools around the nation. The money is coming from the federal and state levels, but passing through bureaucracy and THEN going to the students. The middle man should be skipped and the money should go straight to the students not the schools. Here shows a budget based on GAAP accounting of 6 schools in Portland. This isn't a money problem, this is a management problem.
Last year a similar measure was shut down asking for $548 million for Portland Public Schools (Measure 26-121). There is a reason Portland rejected it. We need to do it again.
The Federal and State money is more than enough to go around. If it went directly to the schools, it would provide a surplus of money for the individual students.
